CDWP Greenlights Rs45.69 Million Project and Advocates Rs359 Billion Initiatives to ECNEC

In a recent development, the Central Development Working Party (CDWP) has given the nod to a development project valued at Rs45.69 million. Additionally, the CDWP has put forth recommendations for three projects, amounting to Rs358.81 billion, urging the Executive Committee of the National Economic Council (ECNEC) to consider them further, as stated in a press release issued yesterday.

Deputy Chairman Planning Commission Mohammad Jehanzeb Khan presided over the CDWP meeting, which delved into projects related to the Education, Physical Planning, and Housing sectors.

Three Education-related projects took center stage during the meeting, with the "Getting Results Access and Delivery of Quality Education Services (GRADES) Punjab project" standing out. Valued at Rs42.75 billion, this initiative aims to address the learning setbacks accrued in Punjab during the Covid-19 pandemic. Despite various measures taken by Punjab, such as SOPs, a streamlined curriculum, re-enrollment campaigns, remote learning opportunities, and maintaining education budgets, visible losses in macro-indicators persist. The World Bank will fund the GRADES project, providing $96.88 million on a project basis and $53.12 million through Performance-Based Conditions (PBC).

The second Education Sector project, the "Sindh Basic Education Program," with a value of Rs20.06 billion, has also been recommended to ECNEC for consideration. This initiative will be funded through foreign sources, including a foreign grant of approximately $154.98 million from USAID (equivalent to around Rs19.19 billion) and a contribution of Rs870 million (approximately $10 million) from the Government of Sindh.

Moving to the Physical Planning & Housing sector, the CDWP recommended the "Flood Response Emergency Housing Project (revised)" worth Rs296 billion to ECNEC for consideration. The Government of Sindh will contribute a counterpart share of Rs50 billion, with World Bank loan financing amounting to $500 million, equivalent to Rs140 billion. The Islamic Development Bank, through Islamic Financing arrangements, will contribute $200 million, equivalent to Rs56 billion. The project's objective is to aid flood-affected individuals across all districts of Sindh in the reconstruction and repair of their homes.
